Probably more accurate to say that the priorities (three big shifts etc) are the same things we have been saying for decades and no one is really wrestling with the question of why we keep failing to deliver them.

I have a nearly finished blog post that tries to pick out some of systemic issues we need to tackle to have a chance of delivering any NHS priorities. Actual work and life currently getting in the way but maybe tomorrow or Monday...

We fail to deliver them because we keep defaulting to structural reform being the answer. The thinking that when we have the perfect organisational structure it will all be fine is lazy but easy. We need to work backwards from the three big shifts rather than starting with structure
