Since Dragoneer had his own fursona, and he owned the site, I assume this was always just the site's mascot character (along with the yellow lizard-dragon-reptile that everyone's forgotten about)

They did mention Typhlosion droppings, indicating that pokemon do indeed poop, which of course means they can also need diapers
