Not so easy or ethical for qualitative data where providing a full data set could easily reveal participant (& contextual) identities, even if names are redacted.

I can only speak for geophysical data sets where privacy issues aren’t an issue. Certainly scientists can’t publish participants’ names or personal information. In the physical sciences, there are far more instances of data that could be public but aren’t included in publications or data releases.
