"Muh separation of powers."

JC Denton: The separation of powers acknowledges the petty ambitions of individuals, that's it's strength.
Issac: A system organized around the weakest qualities of individuals will produce those same qualities in it's leaders.
JC Denton: Perhaps certain qualities are an inseparable part of human nature.
Isaac: The Mark of the educated man is the suppression of these qualities in favor of better ones, the same is true of civilization.

JC even brings up the "But the Primer is a dictator" bit, but has no argument against the fact all her talking points were created by the very people she's just spent the last several chapters of the game escaping from.
