so I thought it was weird how she skipped 60 years of the act's history immediately following its passage to reach this conclusion so I hopped on wikipedia and found out that's because the FCA was weakened considerably in 1943 because Congress didn't want litigation to mess with the war effort.

This probably silly question is earnestly asked: Don't US judges have better things to do? They run a comically complex legal system in what surely must be one of the most litigious societies ever to exist. How does some nobody on the edge of the system even have time for big picture stuff?
