One of the factors cited in the high death toll was that Mississippi was very slow to switch from "recommended" evacuation to "mandatory" evacuation and certain parishes never did at all, plus the decision to shelter, rather than evacuate, those who couldn't evacuate themselves.

I would agree blunt language is necessary. If you spend your life weathering hurricanes without any serious consequences, it's easy to get complacent, since the language is sorta always the same and they're often overly cautious. But when it's guaranteed shit is gonna be fucked, be blunt.

But even the report that is, rightfully, absolutely fucking blistering about the repeated failures of almost everyone involved in the preparations and immediate aftermath of landfall is very clear that the timely, detailed, and bleak weather advisory Ricks issued saved a fuckload of lives.
