Both of these things are true!

Hillary (like Gore) was bad at campaigning good at governing candidate. 2016 is when I learned that voters don't judge candidates based in how good they will be as elected officials but how good they are as candidates

The more I read about her 2016 campaign I’m really convinced Hillary’s heart was not remotely in it that year and so much of her campaign’s problems come back to that
