Hashtags are mostly used to populate lists with content. So if you go here https://bsky.app/profile/did:plc:y7crv2yh74s7qhmtx3mvbgv5 then to the feeds tab, then drop a like on the list, you'll be added to it, and people following the list will see any time you post a picture with #art in the text.
