TBH I don't think there's any amount of money Los Angeles can spend to reach effective zero homelessness until those investments are accompanied by large-scale upzonings and permitting reform.

California has poured a ton of money into building permanent supportive housing to house people experiencing homeless. However, over that same time the number of people living on the streets has increased by 50%. The problem is that people are becoming homeless faster than we could ever build PSH.
