Japanese translation/copyright question: If a scholar wants to translate an academic article from Japanese to English, is it correct that they only need permission from the author/copyright holder to do so? Is there a website, libguide, or other source that indicates this?

It depends on who holds the copyright. In so many cases, the author signs over copyright to the journal publisher. Check the journal's website for that info.
