The authoritarian rule, banning people from actually helping, bringing on the military & really creating chaos is because the people in charge view lower class as thugs and worry they’ll learn they can fend for themselves. It’s called elite panic.

I worked at Whole Foods before Amazon purchased them. Power was knocked out and one store and when it was obvious it wouldn't be back up in time, the store manager asked staff to bring grills up to the parking lot. Use it or lose it? We fed the neighborhood for free rather than toss everything.
