Maybe not lore but mechanically speaking, in Borderlands 2, despite the fact that it's not a gun, Krieg's buzz axe is coded as Bandit manufactured weapon. As a result, any relic that increases Bandit gun fire rate will also allow you to throw the buzz axe faster while in rampage.
