There's a big difference between 'no longer sufficient' and 'legal requirements'. High-performance buildings can be 'not sufficient' to deal with the climate crisis yet far exceed code mins. However, until the Buildings Code Acts are amended, the code will still constitute the legal minimums.
Except the courts are saying otherwise. Last I checked, the courts are legal.
