It happens when everything is being figured out, but they get ironed out pretty quickly. This features probably done like this rn to let the video process at a lower quality and then it swaps to a higher one when the full thing has loaded for viewing because its simpler to run.
Bluesky's video compression starts when the video starts but it switches to a higher resolution around a third-ish way through, i discovered this through a trial and error of trying to figure out why my looping animation was so low quality. I hope this helps in understanding it.
