IDK about Care Bears, but definitely at least one regular episode of Gen 1 Ninja Turtles. Baxter Stockman built the "weather satellite" that actually controlled the weather, for Shredder's use against the Turtles.
Do you remember the episode of the Mary Tyler Moore Show when Ted Baxter bought a weather controlling machine? The shenanigans he got into. 😂
