I appreciate the clarification, admittedly I wasn't sure how much control HRM had over it. Still, I've never seen the city make much, if any of a deal about it.

It was a very big deal in 2017-19 but the current govt has said they will not consider changing it. So it's not worth bringing it up once it was ruled out. On to greener pastures!
