Arguably the UFP had not had a near peer conflict since the Klingons and Kirks days. There is a lot of talk about how stuff created in peace will find its flaws in combat. That designers can't really foresee what new battles will need. See stuff like the FN FAL. How the Borg and Dominion changed it.

The loss of the Oddyssey was the beginning of the change. Showing that big luxurious ships like a Galaxy class had major flaws. And so ships like the Saber, Steamrunner and Akira would be Greenlit. Also the combat minded Sovereign and Prometheus. Eventually to production Defiants as well.

I don't .... like ... Picard season 3 as much as some people, I think it goes way overboard on the fan service, I do like how it actually showed the effects of the giant war that happened from that show modern star trek seems to mostly ignore
