Indeed. It seems there is also a 3rd way leading to the moral hazard problem: allow development in climate-sensitive areas since it is likely that “too big to fail” will be bailed out by others. @sc3team.bsky.social@joosakkerman.bsky.social@thorid.bsky.social

High climate risk communities face two main choices: Defend (with what money?) Or retreat (where? See 1a) Everyone* currently thinks they're in the first group. But since money is not infinite, some are wrong. *There's a little relocation, but tiny so far relative to total high risk 4/
