I don't think one's work has to change regs to help protect species. For example, evaluation of current status, trends & threats is vital to ensuring protections under ESA, as is the evaluation of the effectiveness of restoration/conservation actions.
My work is indeed important to conservation, but I'm a bit confused by 2 & 3. Answer to 1 is ESA, MSFCMA, MMPA & MBTA, among others. But I'm not sure they're inadequate or need replacing.
