Not really. Not in that regard. The EPC - here, at least, but ours captures more detail than in UK - is just to estimate heat loss. It doesn't mandate air permeability testing so can't tell how draughty. It's not feasible to determine the heat loss of that window, which may have a damaged seal

I know that feeling. An EPC won't even capture that but then it isn't supposed to. All I can say is things like silicone along the top of skirting boards, under window boards to reduce draughts. Windows might need seals or hinges fixing. Trickle vents are why ventilation is poor - people close them

They're basically a plan to get to, say, an A rating. It's a record of works done and a plan for the steps (work) to get the home there. In terms of the EPC, getting better default values would be great but an expensive and time-consuming process. Even then, lots of variables in upgrade works

The estate agent article you linked above references a Building Renovation Passport as an alternative but a a BRP is ultimately going to be based on an EPC. It's also an EU concept: EPB Directive...Europeans have some good ideas, hey.

100% It being (incorrectly) used as a tool to determine policy sends a message about it. Default values used are potentially conservative. But not in all cases. Problem is, an assessor has limited capacity to determine a more accurate value.

The problem isn't EPCs, per se. The problem is they're being used in ways they were never intended to be. They're a fixed asset rating & not necessarily an accurate predictor of energy usage. And not a basis for all sorts of policy. Measurement of actual insulation values for an EPC isn't realistic
