Intra-plate stress build-up on a pre-existing intra-plate structure?

The quake was actually a bit further to the south, closer to the plate boundary. But it is a diffuse plate boundary. There must be some really big faults there to generate these magnitudes. But yes, it can be inherited extensional structures being reactivated.
