This is exactly what he did in 2020 so that he could go on TV on election night and say PA should stop the counting because he was ahead. In 2020 he worked with PA Republicans to ensure that mail-in ballots couldn't begin to be counted until polls closed. It's the same playbook.
He did that in MI also in 2000, and then sent a mob to harass election centers calling for them to "stop the count." Due to the trifecta MI elected in 2022, early counting will be happening. I still foresee counting going late into the night or even to the next morning in some places.
It is also why his GA electors what to hand count ballots after the scanners scan them. To slow down the process.
Minor clarification: mail in ballots in PA can be canvassed and counted starting when polls open. Some counties chose to wait until polls closed to begin counting.

That's exactly what he did. He went on TV and said the election was over and he had won and all counting should stop because the election was yesterday. And just like 2020 it's not going to work.
