The only other restriction I can think of is that the front office needs to approve the thing.
It's not so much "allowed" as "can afford the time, cost, etc." Those projects are immense and $$$ and take months of planning/work by volunteers. The only restriction is for Cascadia matches: PDX, SEA, and VAN fans only do large tifos at their final home matches of a season against one another.

I've had the privilege of watching her since she was a college freshman (her roots in Portland soccer go back to her infancy), and I can thank her enough for the skill, grit, poise, and example she has embodied -- or for all the thrills she's given us. Brava, captain! Fare thee very, very well!
