Histories have an inertia, which is why a history of citation, of repeating ways a thing is used/done, are so hard to push back against. In the context of gender, this is really pernicious for doing gender differently: you literally have to contend with a history that you can feel against your body.
So, while it is possible to do gender differently, by citing the citation out of line or "inappropriately," doing so requires a persistent repetition in the face of social and cultural structures that try to discipline you back into appropriate repetition of gender. Discipline is literal here.
