Universities need to increase the window of time that prospective postdocs are eligible for fellowships. If you are a high-ranking university and you cap out the years of experience at 1-2, you are ensuring that you only get PhDs from elite institutions. No time permitted to build experience.

In the UK this is capped by the funders, not the Universities no? Agreed tho that the cap should be extended almost indefinitely for people who are postdocs.
