This does not in any way look to me like an attempt at targeted killing or assassination, by the way. So sidestepping the legal question of whether doing that is an IHL violation, I'm curious as to why you have described this attack as such.

Maybe. I think the bombs were pretty small and so the degree of injury they caused really depend on exactly where on the body the pager was, or what body part it was next to. A lot of limited injuries to the pelvis and extremities likely. Only if close to neck, head, or unlucky artery likely to kill
