For Palestinians to be counted in the official health ministry death count 2 things have to happen: 1. There has to be a recognizable body 2. There has to be someone left to recognize them The actual numbers are much worse than the official count because too often these criteria aren’t met.

This is why the count of who is missing is so damn important.

The other limiting factor is that you have to have health officials alive and infrastructure standing to conduct the counts.
