I was wrong. I thought it was placed and built to give US a foothold in trade or something, but it was just an optics money burn.
Well, I'm sure they *intended* it to be the toehold of a new US military base, but our cheapness and laziness and determination to fatten the pockets of private contractors has once again surpassed our imperial ambition
