there are people smarter than myself who can properly delineate the difference between tools and services, but imo a key part is the ability for a tool to be used/adapted in ways beyond the creator's vision, whereas a service grants you access to a constrained set of results.
Bluesky is also more of a tool than a service (as is Mastodon) which is cool and good
