(What even gets done with bottled water that's written off as an insurance loss? Does it need to be destroyed like some other products that are written off as insurance losses, or could it be donated? But even if it's the latter, the water is obviously more useful now than later.)

Yes, exactly. This is sensible, pro-social behavior. Even from an economic view of things, people getting sick from dehydration or drinking contaminated water burdens already-stretched health systems. It makes sense for people to use the water now rather than go through some bureaucratic process.
