you can order waterproof laser printable paper and laser printable vinyl sheets on amazon. I'm pretty positive laser prints don't smudge when the printer's working right. If you want a more glossy finish I'd try coating it in UV curable resin.

I don't think I have the appropriate printer for that, though... even if I did I don't think the quality would be what I'm looking for
