the lack of loading screens and the level of customization available was so much better in 3, it runs kinda poorly because it's chained to a 32-bit operating code but that gives 4 less excuse because it seems to run just as poorly with less going on.

Sims 4 is empty, compared to Sims 3. I won't lie and say that it doesn't have some good stuff, it does, but compare that to Sims 3? It feels lacking, empty and half-finished. Sims 3 was held back because as you said, 32-bit operating code. Sims 4 does not have that excuse.
