Exactly this. In the early 2000s the Digital Curriculum under new labour made a lot of money to digitise certain collections to be made available for schools. It slanted both what was digitised and the mode of interpretation.

Sometimes it is a good use of resources- it lets lots of people see fancy famous illuminated manuscripts which can generally only be handled a couple of times a year.
