It's a pretty damn good operative definition, although I'd caution that this definition is flawed in that it does not require totalitarianism. Fascism as a form of government relies on mass mobilization capacities almost unimaginable to large premodern societies to control all of society centrally.

I keep coming back to Paxton’s definition of fascism.

And in case anyone is asking, it's pretty clear that the Project 2025 lunatics Trump is relying upon want to accomplish exactly that level of social control, and that Trump is totally going along with it because it will help him get revenge on everyone he hates, especially migrants and the media.
