I think a lot of people make the talisman on the Garnet Rod way too big. When Catzia was around she used to see pre-modified Sailor Moon footwear but if I remember correctly, Pleaser Seduce-2000 is the general base for Sailor Pluto.

Sourcing a base for the boots wouldn't be the problem (shoe fashion us totally my thing if it had never been apparent) - I'd want to make a Garnet Rod and it would have to be reasonably accurate and matched to my height, which would be about 6' 7" in this.
