I actually think that's a bad idea. 1) it's not feasible. 2) if it happened, you might crash the site so badly it would take too long to recover. The best thing to do is what people are doing. High profile accounts moving and explaining why.

And until Twitter actually dies, you need the account at the old place to stop someone taking the handle and assuming your identity.
