One thing that I was persuaded to cut from the FT thing to make the word limit was my hope that rules would be changed to prevent externals moving straight into internal jobs as happened with Ben Broadbent.

This is not about Ben in particular who I think is a great economist. But the impression that you could try to ingratiate yourself with the Bank internals or Treasury by voting to get promoted into an internal job [which pays better, longer contracts] undermines the purpose of having externals.
