QI is bad, and I think part of why is that it assumes police officers keep up to date on what does and doesn’t qualify for QI. Many police officers don’t know what the traffic laws in their state are; why would they be expected to keep up to date on Supreme Court rulings.

QI makes use of the fiction that there's no way for police officers to know that it's wrong to shoot innocent people or to steal, unless there's a controlling opinion published by their particular federal circuit. It's absurd on both sides.
