Worked in FL with our voting reform to allow felons to vote. The after a 60%+ vote to allow felons to vote after their sentences, the GOP legislature just slapped on what is effectively a poll tax, deeming that felons could vote, but ONLY after they'd cleared any court fees and costs, too.
