Accurate. How does a con end up with a rule they don’t intend to enforce? Legal told them to put it in and they went “yeah whatever” ? To be fair - I believe effective and purposeful rules footnote the “why” part - but this one seems SO OBVIOUS and ought not have required hindsight.
