Was that sparkle of “debris” once it was outside or high in the atmosphere decoy targets, or something else?

If you're talking about what happens around one minute, no that's not decoys (or the warhead). That's debris caused when the second stage separates from the third stage (which carries the warhead and any decoys out of the atmosphere) and the third stage rocket motor fires.
