I will agree to "Society should have an open debate about X" for most values of X. But if the numbers don't matter — and people are shocked by any amount of consumption for a practice they've already decided is just bad — then it seems disingenuous to call it a debate about resources.

GPT-3 took as much water as the beef eaten by (almost) two people in a year.

The numbers do matter, though, don't they? I don't particularly care whether I eat beef or not, and given a clear choice, I'd choose the fresh water. I do like cheese enough that I'd probably side with the existence of dairy. Some of your LLM uses are clever enough that they are probably worth 1/2
