I agree 100% with your suggestions. But the reason universities don't do this isn't mysterious. It's not bad admin, or even "corporatization of the university." It's that these actions would require *faculty* to reach consensus and coordinate—on a topic where they are very far from consensus.

It would also require these institutions to reduce their contingent faculty and hire more full-time faculty… which, oh boy, do I wish were the trend.
