I think it’s a helpful data point even if it’s irrelevant for probability. Some pubs have a very specific voice. Others have a broader voice. The % rate lets me gauge that. I’ll still submit if it meets the GL, but I have a ton of stories that wouldn’t be a good match for BCS or Uncanny.
I don't see how % rate correlates with specific or broad voice? BCS gets 300 subs/mo, publishes ~4 stories/mo = .013. Clarkesworld publishes 8?/mo, gets 1100+ subs/mo = .007. We know BCS has a more specific voice. The % math depends on total # subs. I don't see how that's relevant to zine voice.
One thing that I have noticed, though, is that some pubs with relatively higher acceptance rates have shorter open submission windows, so that they may have higher acceptance rates because they keep their submission pool small....
