The CEF based UI uses regular CSS, they use these tags for internal things all the time (like player titles and tooltips). Most things users can interact with just filter out or sanitize the input.

It looks like the monuments don't have event handlers attached to them. So the A links just are links. And in "Anet html" the link would be <a=url>text</a>
