Pagers don't have location tracking. Cell phones almost all are trackable by GPS. Terrorists like Hezbollah generally want to hide the locations of their members.

Pagers are still commonly used in the defense industry, for people who work inside of SCIFs, since they can go in with devices that can receive a signal (like a pager) but can't go in with anything that can transmit a signal (like a cell or fitness tracker).
