I immediately thought of WeaverDice, which puts the powers of the characters front & center. It's very niche however- its design is tightly interwoven with the setting (a web serial called Worm)... but I could see someone tailoring it to fit their needs.

This design is fantastic: Not only is it colorful & eye-catching (I love the brilliant azure peeking from the mask), but its mysterious quality makes it all the more alluring for its striking appearance. I'm terribly curious to see more of this character!
