Hamilton is a hack. Donaldson is at least interesting, but he's trying to import the sensibility of contemporary litfic into genre fiction without really having much of a feel for the genre he is nominally writing in.
I think sequence. "Fiction First" as a term of art is about play where fiction is the primary input to the rules engine, which in turn generates new fictional position. The other branch where fiction is a trump to mechanics is more of an OST "rulings not rules" thing.
