Great reporting. However, i disagree with your conclusion: "We are better than this." As we keep proving over and over in regards to protecting vulnerables: homeless, immune compromised, pedestrians, elderlies, etc. I see no evidence that we are as a society.

I believe the main pipe from pocwock was twinned 10years ago or so, so either leg can be shut down for maintenance.
