Exactly. It's been misused like this on the regular, but this was one of the more extreme examples.
That's how it's supposed to work here. In reality, they're sending out statewide "extreme emergency" alerts for a shooting 6 hours earlier some 200 miles or more from most of the populated areas of the state.
